A watchful eye over city finances is a city council's first priority. The budget process is where that is done and it's the mayor's job to make sure the budget is on the agenda for council consideration and public input.
Unfortunately, this has not been happening. Now, our city is facing financial challenges. Over the past two years, our city savings account has dropped from $13.5 million to $6 million. This is significant and underscores the need for a more diligent budgeting process.
In the last three years, our city council has given near zero consideration to our budget. When I share with council members in other cities that we approved our city budget with just one budget meeting, their reaction is invariably and without exception, "You're kidding; our council has been in budget meetings for months."
The root of our present financial issues lies in unplanned spending. It's important to note that our city did not experience a drop in income last year. Yes, revenue from the marijuana industry decreased, but other income streams to the city have increased. Our income actually went up slightly.
The advantages of careful budget goals and holding budget meetings are clear.
Detailed budget discussions help council members make informed decisions about resource allocation and provide the public a voice in how they they would like to see city funds spent.
A thorough budget review helps prioritize essential services and projects to make sure limited funds are directed towards the most critical needs.
The budget process shines a light on unnecessary expenditures, maximizes use of public funds.
A carefully considered budget supports long-term strategic goals and infrastructure investments. It is how we maintain a balanced budget, avoid deficits and ensure financial stability.
These goals can't be met in just one council budget meeting that is called on only 72 hours' notice to the public. City budgeting should not be done behind closed doors. Like is routine in other cities, the budget process must be taken seriously, given time.
